It seems that you don't need gconv-modules for gtk1.2-dev. I have the
following gtk packages installed but no gconv-modules:

ii  gdk-imlib1     1.9.8-3   Gdk-Imlib is an imaging library for use with gtk
ii  libgnorbagtk0  1.0.55-2  Gnome CORBA services (Gtk bindings)
ii  libgtk1.2      1.2.7-1   The GIMP Toolkit set of widgets for X
ii  libgtk1.2-dev  1.2.7-1   Development files for the GIMP Toolkit
ii  libgtk1.2-doc  1.2.7-1   Documentation for the GIMP Toolkit
ii  libgtkmm       1.0.3-1.1 Shared library of Gtk--, a C++ wrapper for Gtk
ii  libgtkmm-dev   1.0.3-1.1 Static library and header files of gtk--, a C++ wrapper for Gtk
ii  libgtkxmhtml1  1.0.55-2  The Gnome gtkxmhtml (HTML) widget
ii  vim-gtk        5.6.012-1 Vi IMproved - GTK version


I am running potato/frozen with:

ii  libc6     2.1.3-7 GNU C Library: Shared libraries and Timezone data
ii  libc6-dev 2.1.3-7 GNU C Library: Development Libraries and Header Files.
