Boot up using a previous good boot floppy, or the Debian rescue/root
disk set. Recompile kernel, reboot and go.
In future, you can add another entry to your LILO config to point
to a known, good kernel. This allows you to get your machine back
to a useable state from where you can find out what went wrong with
your new kernel build.
