I remember downloading my first Linux ... was slackware in '95. Also
installed 386BSD the same month. Phone bill was almost $600. 9600 baud
(9600 was considered "premium" service at the time) and only ISP was a
long-distance call. People in rural areas of the US and in other countries
may not have the luxary or downloading overnight for free.

I am aware of several areas in the US that have no local ISP to this day.
Most of them are areas with private TELCOs that do not provide internet
service.
