printing problems

I'm having problems using lpr on my system when I type

>lpr test.txt

I get the following
connection to 'localhost' failed - Connection refused
transfer to lp@localhost failed

Any idea of what is happening here? I'm logged in as root and attempting
to print to a serial printer.
