Missing gtk-config for building GnomePGP

I'm trying to build GnomePGP-0.3 in Slink.  I run the ./configure script
and get:

checking for gtk-config... no
checking for GTK - version >= 1.1.1... no
*** The gtk-config script installed by GTK could not be found
*** If GTK was installed in PREFIX, make sure PREFIX/bin is in
*** your path, or set the GTK_CONFIG environment variable to the
*** full path to gtk-config.
configure: error: GTK not installed

I've got libgtk-imlib-pe 0.3-3, libgtk1.0.6-2, and libgtk1.1.2-2
installed.                                         ^^^^^^^^^^^^^

# find / -iname gtk-config\*

returns no output.
