Your TERM value is set by the telnet client, not by the system that
you're connecting to.  In the case of Windows' bundled client, you can
set it at the "Remote System" dialog-box, off of the "File" menu.

Microsoft-bashing aside, their bundled telnet client is really, REALLY
lousy!  There are several free replacements available on the net, I'd
strongly suggest you take a look at a few (I like Tera Term Pro
personally, but your mileage may vary).
