I am using Hamm, and I am not sure this is the right way, but it works for me.
I put:

# oss-linux sound on
/usr/local/bin/soundon


in my /etc/init.d/local file and then I ran: 
# cd /etc/init.d
# update-rc.d local defaults

It works for me.
