``auctex/emacs'' becomes ''auctex/emacs}

This happens in some latex documents I work with and I cannot determine
why? 

When I press " to start a quote, emacs/auctex should produce `` and '' to
end the quote.  However most of the time I get '' to start with and } to
end the quote when I press ". 

Does somebody have a clue why this is happening?
