After my upgrade the ftpd lines were commented out in /etc/inetd.conf .
You might want to have a look there as well.
This is how mine looked after the upgrade:
#:STANDARD: These are standard services.
#<ftp-off>#ftp stream tcp nowait root /usr/sbin/tcpd \
/usr/sbin/in.ftpd
telnet stream tcp nowait root /usr/sbin/tcpd \
/usr/sbin/in.telnetd
#<ftp-off>#ftp stream tcp nowait root /usr/sbin/tcpd \
/usr/sbin/ftpd
