If you go into the kernel source dir and run 

make menuconfig

cursor down until you get to Filesystems and hit <return>, then cursor
down to Native Language Support (probably the last item) and hit <return>.
You will then see a listing of codepage nnn type items. Cursor down past
them and you will find the NLS ISO 8859 items.  You will be wanting to
select a few of these as modules. At a minimum I would probably suggest
(assuming you are in the USA) 

codepage 437
codepage 850
codepage 863
NLS ISO 8859-1
NLS ISO 8859-15

But it does not hurt to select them all as modules.
