Yes, go to www.debian.org/devel. On the right hand side of the page
you'll see a whole bunch of links documenting the construction of
packages.

Where did you find a source version 0.99 of Window Maker?? You might want
to share this with the authors, as I'm sure it will save them a lot of
work. www.windowmaker.org says that the current version is 0.51. If you
look in unstable (potato) you'll see that this version of Window Maker is
in fact packaged.
