ok I did 
dpkg -s dpkg-perl and heres what I got

Package: Dpkg-perl
Setup: Installed ok not installed
Priority: Standard
Section: Devel

also theres no /usr/lib/perl5/Dpkg 
so I dont have those files

You got any suggestions on what to do?
