Which would be nice if it could be done easily...
Open the file /var/lib/dpkg/status and replace:
s/^Status: install ok/Status: hold ok/
Somebody add this to the wish list?

We'll know the future has arrived when every mailer transparently
quotes lines that begin with "From ", but no-one remembers why.
