ulimit -d

Regular users on my system (2.0.34) have a data seg size limited 
to 20480KB (as shown in ulimit -a). Only root can change the 
setting of its own shell to larger.

Where can I change the system-wide setting? Where does 20480 
comes from? (it's not in /etc/login.defs)
