bash ulimit (was swap space ...)

what I thaught was a swap space problem comes in fact from the 
bash ulimit data segment size set to 20480

Is this hardwired in bash?

Can it be change system-wide? For the time beeing, I'm only able 
to change it in a shell run by root.
