Of course it's up to you, but I think the Debian teTeX package uses
the /usr/lib/texmf/local, which actually points to
/usr/local/lib/texmf, so I'd stuff them in a subdirectory
there. Something along the lines of what's done in the non-local
directory, e.g.,

	/usr/lib/texmf/local/fonts/tfm/<font family>/*
