socks is probably your best best.  the only hassle is that they then have
to run socks-ified applications to get through the firewall.  however with
free socks-ified winsock.dll (provides transparent socks support to all
normal winsock apps) from hummingbird (http://www.hummingbird.com/ i
think) this makes setting windows boxes a snap.

otherwise depending on how flexible their needs are you could play with
fwtk or redir to give limited functionality (ie. port redirection, it
would probably only be appropriate if there is a very limited number of
hosts that they want to telnet to).

or of course you could just give them accounts on the firewall box (with
'telnet' as their shell maybe?) and allow them out from there.
