Hmm ... is it a Compaq?

Have you tried booting with a "linux mem=32M" line?  I've seen several
systems, mostly Compaqs, which took great pleasure in announcing only
the first 16 MB of RAM.  If the mem option solves the problem just add
it to your LILO append line.
