Bizare? Debian has policy guidelines. There are rules specified that we
believe provide the best way to manage a distribution. There are good
reasons for all of them.
A unified installation system will come. It is called POSIX packages, and
soon all distrbution will use it. With 'soon' I mean just a few years, which
is not too long.
Nevertheless, there will be differences between the distributions, but they
will be smaller. Sure all will probably use COAS someday (for
administration).

there are several tools to build *.deb files. So you can build one from
scratch, or repack existing files. You can also convert *.rpm and tarballs
with "alien". YMMV.
