I don't think this has accurate; Debian doesn't have a policy about
what types of software go into the distribution. Only that non-free
software (as defined by the Debian Free Software Guidelines) does
not go in the main section. Beyond that there is no discrimination
on packages.

There is little Debian-specific user documentation (to the best
of my knowledge), that is true.
