1. Make sure inetd is running and /etc/services has telnet entry.
2. Check /etc/hosts.allow and /etc/hosts.deny (well, /etc/hosts for
" 127.0.0.1 localhost" entry also)

Install vga16 server. It has nice configuration utility XF86Setup.
