Probably running on an 8-bit display.  Netscape trys to
get lots of colors and quickly runs out with only 8-bit display.

Try

	netscape -install

to make Netscape use a private colormap or put

	Netscape.*installColormap:	Yes

in his/her ~/.Xdefaults.
