You have a few options.  You could make a user group 'shutdown'(your
family members would all be in this group), make halt (people have
told me shutdown is better to use for this, and I never heard of using 
init 0 to do it) sgid and owned by group 'shutdown' (using chgrp).  You
could also make halt or shutdown world executable if you aren't on the net
and security is not an issue for you.  Last (and I feel best) you could
use the program 'sudo' (super-user do, that probably came with your
distribution) which allows you to give specific users access to specific
commands without the icky hassle of creating groups (which can
occasionally be genuinely limiting when you care about the file's original
group).

I have a question about this stuff as well.  Is there any way for ordinary
users to make their programs executable by other users without opening up
their whole home directory to reading or executing?  I know it would be a
security issue and that users could certainly screw themselves up badly
(given that they had a reason to want such a thing at all, you would
expect they might actually have something sensitive), but it would be
better than nothing.
