syslogd won't start



I'm having a problem with the sysklogd package. Sometimes when I boot up,
it says it's starting syslogd, waits there for about a minute (much longer
than usual), and then continues on to start klogd. It looks like syslogd
isn't really starting when it delays this way, or it is dying after it
starts up. 

Also, if I have this problem with starting syslogd, I can't seem to get a
ppp connection up. Pppd never sends anything out to my modem when I start
it, as far as I can tell. 

SOmetime when I boot up, syslogd starts up quickly and ppp works with no
problems. I don't know what's going on.. This all started a few days back
when I upgraded to sysklogd 1.3-11 and ppp 2.2.0f-6. I'm using the 2.0.21
kernel.
