"fdformat /dev/fd0" wouldn't work on my running ?1.1 system,
with a message from IOCTL.
I tried
fdformat /dev/fd0H1440.
This time there was a message from IOCTL, I think that there is no
such device.
Indeed there was no such device as /dev/fd0H1440; I finally figured out how
to run MAKEDEV to create such device(s), after which fdformat ran ok.
So now I had to use mformat to format an msdog disk. Now a new problem:
mformat a: didn't work; a message said it wouldn't work with a
non-removable device.
The mtools manpage showed that this package is associated with a file,
/etc/mtools.ref. Once I found this file, there is a vague message
that mformat will not work with the file in its current state. I
edited as appeared likely, and mformat worked fine.
