It seems that the wrong ppp module has been loaded. I use the same kernel 
version and my bootup messages show another ppp driver: 

Feb  5 21:22:20 reflex kernel: PPP: version 2.2.0 (dynamic channel allocation)
Feb  5 21:22:20 reflex kernel: PPP Dynamic channel allocation code copyright 1995 Caldera, Inc.
Feb  5 21:22:20 reflex kernel: PPP line discipline registered.

I've had the same problem during an upgrade. I think it went away after
upgrading the modules package (using 1.2.8 now), but I was struggling with
a buggy modem and lost track of all the changes after a while.
