David Turner of FSF doesn't think so. GPL 2(c) clause which states some
spesific rules for interactive programs (like `bc', `gs' etc.)
-unfortunately- permits the author behaving this way. Anyway, after a
very long and puzzling discussion, debian-legal people has reached a
concensus that PHPNuke violates the DFSG (Debian Free Software
Guidelines) and submitted a bug report to move the package to non-free
section.
