Victor, talvez você precise instalar os modulos do seu kernel. Se não me engano são os pacotes : linux-headers-VERSAO_KERNEL e outros com nome parecido.

Estou tentando configurar o openswan no debian 7 e estou recebendo esta mensagem de erro:
