Du hast ein Link Local Adresse auf dem Interface, das IPv6-Modul ist
geladen.
Wo soll in dem gegebenen LAN eine IPv6-Adresse herkommen?
192.168.178.0/24 ist das Default-LAN einer Fritzbox. Ist der Router
eine Fritzbox? Ist IPv6 eingeschaltet? Liefert der ISP IPv6?

Eventull schließt ntp das Listening auf link local Adressen explizit
aus?

In den Debian-Kernels ist CONFIG_IPV6=y, der Code also fest
eincompiliert. Nix Modul.
