Meine Serversysteme haben alle kein /etc/default/keyboard. Da die
Datei aus dem Paket keyboard-configuration zu kommen scheint, habe ich
dsa Paket mal installiert. Das hat denn Debconf-Fragen gestellt wie
der Installer es tut.

Aber die Tastatur auf der Konsole ist nach wie vor Englisch.
konsole(5) sagt was von setupcon, das ist aus dem Paket console-setup.
das alleine war zusammen mit sienen Dependencies über 7 MB groß, aber
jetzt ist die Tastatur auch Deutsch.
Auf einem "nackten" Serverimage zieht ein apt install console-setup
Pakete für insgesamt erschreckende elf Megabyte nach. Aber danach ist
auch auf diesem Image das Problem gelöst.
Nun an die Automatisierung: debconf-get-selections, install
console-setup, debconf-get-selections führt zum einschlägigen Diff:
