Bei mir steht es in /etc/environment:

   martinkl@wallace:~$ grep -i lc_ /etc/environment
   LC_MESSAGES=C

Ich verstehe locale(1) so, dass es - debianunabhängig - richtig ist,
das locale-Feintuning über Environment-Variablen zu machen:

   ENVIRONMENT VARIABLES

      These environment variables affect each locale categories for all
      locale-aware programs:

      ...      

      LC_MESSAGES

         Formats of informative and diagnostic messages and interactive
	 responses.
