Nur mal so zum vergleich:
Bei mir steht in der /etc/bind/named.conf (root.bind 644)
include "/etc/bind/rndc.key";
controls {
inet 127.0.0.1 allow { 127.0.0.1; } keys { rndc-key; };
};
und in der /etc/bind/rndc.key (bind.bind 600)
key "rndc-key" {
algorithm hmac-md5;
secret "xxxxxxxxxxxxxxxxxxxxxxxx";
};
Gegenfrage:
Ist bei dir lwresd installiert?
Damit kann bind9 nicht zusammen arbeiten, da lwresd das Port 953 belegt,
hinter dem rndc eigendlich bind vermutet.
