Hast Du in der apt.conf vielleicht doch (noch)
APT::Default-Release "unstable";
gesetzt?
Dann kriegt die nicht installierte Version aus unstable 990 Punkte.
Aus man 5 apt_preferences:

priority 990
to the versions that are not installed and belong to the target release.

Ansonsten sehe ich erstmal nicht wo der schraege Wert 990 her kommt.
Oder kommt der doch daher?:

If there is no preferences file or if there is no entry in the file that 
applies to a particular version then the priority assigned to that version
is the priority of the distribution to which that version belongs. 

Den Satz muss ich erstmal sacken lassen ;)
