Bitte um die Ausgabe von
kpsewhich -progname=latex -show-path=tex

Das ist falsch, aber vielleicht nicht das problem. Sollte sein
TEXMFDBS = $TEXMF;$VARTEXFONTS
da TEXMFLOCAL ja schon in TEXMF enhalten ist.
Welches file suchst du denn? (Name?) und bitte gesamten Pfad.
