Bij mij staat het gewoon in apt.conf:
$ cat /etc/apt/apt.conf
Acquire::http::Proxy "http://ac.example.com:3142/";;
en https door een http apt-cacher-ng doe ik zo:
$ cat /etc/apt/sources.list.d/brave-browser.list
deb [arch=amd64] http://HTTPS///brave-browser-apt-release.s3.brave.com/
stable main
Let op de http://HTTPS///
