gcc-snapshot-20000720 uploaded to experimental

Finally the snapshot bootstraps with libstdc++-v3 enabled and the
package works with bugs. Known issues:

- A link is wrong:
  ln -sf ../../../libstdc++.so.3 \
     /usr/lib/gcc-ss/lib/gcc-lib/<arch>-linux/2.96/libstdc++.so

- All of the execution g++ tests fail, because the shared
  library is not found during make check. Didn't figure out why ...

- Building of multilib packages is untested (had to remove -D 
  from install, else install of libstdc++-v3 fails).

- libstdc++ package names should be libstdc++v3-ss

- the rawhide patches are not yet integrated.
