xindy clisp dependency

Hello people,

After a long time of inactivity I've updated the clisp package [1] to a more recent build:

1:2.49.20241118.gitfaa3b6b-2

This one fixes a few problems and depends on a newer ffcall which adds supports for a few extra architectures.

However migration is blocked due to:

migrating clisp/1:2.49.20241118.gitfaa3b6b-2/s390x to testing makes xindy/2.5.1.20160104-12/s390x uninstallable

I imagine this can be fixed by rebuilding xindy with this newer clisp?
