Bug#1076675: Broken french locale/babel setting (Undefined control sequence / Missing \begin{document})

I had a closer look at the strace output and the content of the files
opened, and note that
/usr/share/texlive/texmf-dist/tex/generic/babel-french/french.ldf from
the texlive-lang-french package contain the 'FBCompactItemize@setup'
symbol that is said to be a undefined control sequence. Perhaps this is
really the package causing the problem? Reassigning this issue there.
Just for the reconrd, after purging texlive-lang-french, dblatex return
this:

So sadly removing the package to avoid the problem is not an option.
