Bug#1071649: mflua.1: some remarks and editorial changes for this man page

1) mflua.1 has never been in TeX Live. I guess someone created it for
Debian (or other) without sending it upstream? Anyway, I will copy it
into TL. Although mflua.1 doesn't have the usual Debian disclaimers for
man pages, I assume that's ok :).

2) It would be welcome, and the fixes seem ok in themselves. But I see:

.\" DO NOT MODIFY THIS FILE!  It was generated by help2man 1.47.16.

If that is true, then I don't much want to accept any manual edits,
since then we couldn't regenerate it with help2man. Instead, help2man
should be fixed to avoid these problems in the first place.

The current version of help2man is 1.49.3. Does it do any better?
(It would be a pleasant surprise if the answer was yes.)
