I have a .info file with top-bit-set characters and at the end:

Local Variables:
coding: ISO-8859-1
End:

These characters are correctly displayed in an XTerm with the
ISO-8859-1 encoding, but not in a UXTerm (UTF-8 encoding).

info should use the "coding" local variable to know the input encoding
and output correct characters (using the encoding given by the locales).

I could check that this is fixed even in Debian 11.5 (current stable),
e.g. on the old MPFR 2.2.0 info manual.
