it seems that your locale is not set up correctly. What does the output
of 
	locale
say.

luatex is (although I tried to convince upstream to change that)
depending on a correctly setup locale.

Can you set up a proper locale, and then try
	sudo fmtutil-sys --byfmt luatex
to test whether one rebuild works, and if that works
	sudo fmtutil-sys --all
to make sure all formats are properly rebuild.
