Bug#978431: texlive-base: dist-upgrade buster->bullseye fails

I'm wondering how the issue can happen. The texlive-base package 
(Version: 2020.20201203-2) has an entry "Conflicts: (...) 
texlive-plain-generic (<< 2020.20200417)" so I'd expect that 
texlive-plain-generic is upgraded before texlive-base.
