Actually they can, though this may be non-standard. After generating
the dvi file from the MPFR 4.0.0 tarball ("make dvi"), I get:
zira:...ls/mpfr-4.0.0/doc> strings mpfr.dvi | head -3
TeX output 2019.07.09:0011
papersize=8.5in,11in
papersize=210mm,297mm
and dvips generates a file with A4 paper size, even when the system
is configured for letter.
So a part of the problem has been solved in the new texinfo.tex file
(at least 2017-12-18.20, i.e. the one used in MPFR 4.0.0, is OK).
