An attempt to run the examples from the tutorial:
http://www.xindy.org/doc/tutorial-2.html

eg the command:
$ xindy -l ex1.xlg style1.xdy ex1.raw
results in the error message:

Unknown option: l

usage: xindy [-V?h] [-qv] [-d magic] [-o outfile.ind] [-t log] \
            [-L lang] [-C codepage] [-M module] [-I input] \
            [--interactive] [--mem-file xindy.mem] \
            [idx0 idx1 ...]

When the -l option is removed, running
$ xindy style1.xdy ex1.raw
results in the error message:

Cannot locate xindy modules directory at /usr/bin/xindy.v2 line 162.

The second problem can be fixed by editing /usr/bin/xindy.v2 lines
157-158 replacing the existing modules path with /usr/share/xindy .
A similar change has been made in /usr/bin/xindy by the package
maintainers, but xindy.v2 is not patched.

This part of the bug is solved, at least for the documentation delivered
w/ the xindy package. Further I got from the submitter the following
statement:

I have not used xindy for several years now. And I got it to work back
in 2010 by modifying the scripts as described.
Apparently Debian stretch did not even ship xindy.
From my point of view, you may close the bug report.
