I assume this is a missing escape problem, but I've not found time to track it down:

$pdfxmltex Vorbis_I_spec.fo
This is pdfTeX, Version 3.14159[...]
! I can't find file `Vorbis'.

Please type another input file name:

Renaming the file to just 'spec.fo' works fine, As does retyping the input filename when prompted.

All the mentioned bugs are not fixable in upstream TeX Live, but 
need to be fixed in up-upstream. Thus, according to our policy,
I am closing these bugs.
