the package description contains a typo for qcircuit (not ciruits):

This is an up-upstream bug and thus is closed according to the reportbug
guidelines of the TeX Live packages.
These descriptions come directly from the TeX Catalogue, and there they
come in turn from what the original author has specified during the
upload. So please contact either CTAN or the original author to get
this fixes. TeX Live does not patch descriptions.
