texlive-full does not really define a strict dep on a recent LaTeX 
kernel. Please send me output of:

- find /var/lib/texmf/web2c/ -name \*fmt|xargs ls -l
- grep -A 4 "From File: ltvers.dtx" 
/usr/share/texlive/texmf-dist/tex/latex/base/latex.ltx

...and keep debian-tex-maint@lists.debian.org in Cc.
