I run unstable and I see:

hille@sid:~ $ grep -i LaTEX2e a.log
LaTeX2e <2017/01/01> patch level 3

So the analysis on TeX-Exchange does not apply here as we have an 
up-to-date LaTeX kernel. Do you see the problem despite having an recent 
kernel?
