I had already removed this and tried apt-get -f install. Only when
that failed did I try the above commenting-out. 

This was done in a persistent chroot, so I cannot revert the state
exactly and try the experiment again, unfortunately (i.e the new
tex-common is now installed, but I guess it was the postinst failing,
so further tests should stil lbe relevant).

OK. with /usr/share/texlive/texmf-dist/tex/plain/config/pdfetex.ini
restored and /var/lib/texmf/tex/generic/config/pdftexconfig.tex removed, 
the above commands give:
$ sudo mktexlsr /var/lib/texmf

i.e the removed file is not found. (which is why I next resorted to
