Bug#815416: does not regenerate format files after installing hyphenation patterns

Hmmmm, ok. Indeed, that is rubbish.

Thanks. I need to investistigate. It seems that fmtutil script has
changed its operation mode (I wrote the new version - so I *should*
know ;-)
